Both documents are guides. Neither is mandatory.
You may find an acceptable alternative to both!

Subject: ADM versus BS 8300
Dear All
Gradus is the leading UK manufacturer of stair nosings and has developed
products that meet the recommendations laid down in ADM and BS 8300:2009.
ADM recommends "all nosings are made apparent by means of permanently
contrasting material 55mm wide on both the tread and the riser"
BS 8300:2009 recommends "each step nosing should incorporate a
permanently contrasting material .... and should be 50 to 65mm on the tread
and 30 to 55mm on the riser"
I am aware that Approved Documents are intended to provide guidance and
there may well be alternative ways of achieving compliance with the
requirements. The Guidance in ADM draws on the recommendations of BS
8300. Therefore equally satisfactory solutions might be established by, for
example, British Standards
I would appreciate advice on whether/when ADM takes precedent over BS
8300 and vice versa. I guess this may remain at the discretion of the
Building
Control Officer.
I would appreciate any comments.
Thank you
Regards
Keith Oakes
