The 30% is a national thing derived from the doh standard operating
framework. The theory is that trusts are not working with PCT to
reduce admissions so this will act as a lever to achieve this. All
hospitals will also only get 30% tariff on any admission above 2008/09
levels. This on top of zero % growth times are going to be very
challenging. But after the election 4 hour target will go down to 95%
and will take the pressure of everybody doing performance management
for a while.
