My coworker who is most immediately involved with this says:
You can use Microsoft's Application Virtualization (Softgrid) to control concurrent usage of software. We do this for numerous applications.
It allows you to specify a rule per delivered application.
The main area of cost is that any desktop that has the client loaded has to be covered by a Microsoft Desktop Optimisation Pack (MDOP) license per full time user. This is around £3 per item.
Obviously this is restricted to Windows based clients only.
