It is certainly the case that if you could get people on boats and into deep water, they would be safe, and it wouldn't matter where you were with respect to the direction of the tsunami, as long as you were away from shore. There were numerous instances of people on boats off the coast of Thailand/Sumatra/Ceylon on 26/12/04 who noticed nothing, and were amazed to see the devastation when they put to shore.
However, the practical difficulties of putting large numbers of people to sea quickly would seem to rule this out as a reliable social strategy. Good for individuals who happen to have a boat available, though.
