There was much work done in the 1970s on the potential of building byelaw registers and plans, especially by postgraduates of the University of Sheffield. Some were published, the details of which I have mislaid, but here are some publications [source: University of Sheffield Library]. Sheffield (incorporated in 1843) is one of those boroughs which declined initially to adopt the permissive Health of Towns Act of 1848, but after the Local Government Act of 1858, finally introduced its own byelaw regulations in 1864.
