I think (although I'm not entirely certain) that Dan is saying that
foaf:topic wouldn't point at a skos:Concept. Rather, it would point
at a foaf:Organization, or wgs84:Location or something. So it's more
of a weak statement of "is-ness" rather than a statement of
"aboutness".
On the flip side, though, this is a shame, since foaf:isPrimaryTopicOf
would be useful to have as the inverse to dct:subject.
