Project outline
The project aims at assessing the current efforts and policy instruments in
Luxembourg with regard to their contribution to sustainability goals in spatial
development. Given the recent demographic and economic dynamics, Luxembourg's
comparably young spatial development and sustainability policy are challenged by
a variety of developments such as the increasing number of cross-border
commuters and related transport problems, a challenging housing market and high
real estate prices, rapid land use changes, particularly in fast growing,
previously rural communities. These developments have had a strong impact on
urban policy and planning at the local level, by exerting a high pressure on
housing and infrastructure provision.
The fields of urban development, housing policy and planning will thus serve as
a case study to explore a more thorough analysis of the significance, policy
relevance, barriers and shortcomings of sustainable spatial development
strategies in Luxembourg.
The Research Associate will join the Geography and Spatial Planning Research
Centre within the Research Unit IPSE (Identités. Politiques, Sociétés, Espaces)
offering an inspiring interdisciplinary research environment (www.ipse.uni.lu;
www.geo.ipse.uni.lu<http://www.geo.ipse.uni.lu>).
Tasks
* Carry out a profound literature review on sustainability indicators related
to governance issues and spatial development strategies
* Performing empirical data analysis on selected indicators of urban
development and housing
* Conduct a series of expert interviews
* Develop a research framework for a multi-level governance analysis
* Develop trend scenarios for potential planning strategies
* Contribute to scientific publications
* Organise conferences and panel discussions
Profile
* A PhD degree in human geography, spatial planning, or related fields
* At least 3 years relevant work experience
* Ability to conduct research projects and to establish contacts with
external stakeholders and project partners
* Knowledge and understanding of qualitative research methodology (including
discourse analysis and scenario techniques)
* Good command of all the common software programs
* Excellent communication skills
As the candidate will have to conduct interviews and to deal with various
institutions in Luxembourg's multilingual context, she/he must be fluent in
English and, in addition, have excellent command of at least one of the
following languages: French or German (written and spoken). Knowledge of
Luxembourgish will be considered an advantage.
