I'm involved at the moment with NHS Supplychain's re-tendering for ECS
(along with your ex-compatriots Aejaz) & can confirm that there is no
independent testing in the process & hasn't been for some years. We are
totally reliant on the suppliers. Having said that, NHS supplychain are
promising to use what teeth they have, to more actively manage the
contract.
There have been suggestions in the past that the centre(s) for evidence
based purchasing (?) might do some evaluation - but nothing has
materialised. Its not an easy job, but it would be valuable.
I believe that one of the suggestions for a role for the resmag eat
group is for a NHS subgroup of us to use more e-networking, which would
enable us to do joint evaluations, without the suppliers looking over
our shoulders & without giving the suppliers unjustified bad publicity.

You're very right. It is quite variable what makes it through to the
list of 'official' ECS devices and what doesn't. For example, I would
never trust some of the Sicare kit without an alternative back up
system. Particularly for safety critical functions such as alarms, door
entry, telephone etc. I guess this puts the burden of responsibility
firmly with ECS service providers to ensure that safety critical
functions aren't severely compromised during a worst case scenario.
However, I wonder how many service providers would be willing or able to
spend the time to think outside of the box when it is so much more
straightforward to go with 'standard' ECS kit. Even though it may not be
as versatile as some of these emerging technologies.
I think there may be a gap in the relatively small AT market here for
(robust) 'bridging technologies' until these emerging technology
companies decide (if ever) to fill it. Perhaps that may be a possible
future direction for some AT manufacturers to go if they are to survive
in the long term.
I believe the Lincoln EAT service have been involved in evaluating new
ECS devices in the past and Tony Swann or Roger Potter may be able to
shed more light on performance criteria for the testing of these
systems.

These are interesting links. A couple of good examples of the some of
the
new generation of IP-based approaches that are rapidly coming on stream.
Primarily linking directly into home-servers of one kind or another,
most of
these built around home entertainment needs, but some are developing
into
more comprehensive systems. And there is of course a full range of
IP-based
integration solutions for use with the KNX platform available as well.
Aside from the accessibility issues that we have all been discussing,
regarding iPhones etc. you raise an interesting point about robustness.
How
do we test this? What are the appropriate performance criteria to apply?
What criteria are our current providers using? After all we have
DECT-based
ECE devices and I wouldn't expect many would describe this transport as
robust (and we recently had a potential Bluetooth offering from
Scandinavia)!
