RealSpeak make a Greek (Alexandros) and a Hindi (Lekha) voice
(http://www.nuance.com/realspeak/languages/).
Apparently modern Punjabi borrows extensively from Hindi
(http://www.haryana-online.com/Culture/punjabi.htm), but this might be
like saying English borrows from French and so may not be much help to you!
A free option may be eSpeak
(http://espeak.sourceforge.net/languages.html) but this will sound
fairly basic (and again offers only greek or hindi). If you knew any
technically minded Punjabi speakers I am sure eSpeak would be delighted
to have the language added to the list
