I'm not sure that there is a consensus but personally if I have to use paperclips at all - very very rare occurrence - I would go for brass.
In general paperclips: cause damage, get caught on things you don't want them to e.g. the next document in the folder, fall off, don't get put back on after a searcher has finished reading the document, and cause baulk in the papers which makes them difficult to package effectively - why would you use them? Shouldn't blame a whole country for one persons invention but possibly the worse thing Norway ever introduced to the world.
What do we use instead? a wrap of archival quality paper - used to be Archive Text but Conservation-by-design have now replaced this with something else. Usually a sheet of A3 folded in half and placed around the documents is sufficient to keep a set of documents together and it has the benefit that you can write the reference numbers and anything else you like on it by way of instructions e.g. 'please keep these in date order'. It is an inexpensive option and if anything causes less bulk than paperclips would. Of course, just as with paperclips, in an ideal world all the separate pages of the document should have the reference number written on them.

Hi all,
I have come across a few archives using these plastic paperclips on
documents instead of the usual brass ones:
