Perhaps you should ask English Heritage for advice? Their 'Heritage
Protection' department probably uses these files extensively and could
tell you which files are (not) useful.
I think the earlier point about retaining the files for new buildings or
significant developments is a useful one. Also Nick's comment about
supporting architects / owners during the life of a building.
I remember shelves upon shelves of building files lurking at Hammersmith
& Fulham archives early in my career. Some were fascinating, but as
with all specific instance files, there was an incredibly high
proportion of dross (sorry, low level value!) So we either keep a true
sample of the files, or have set informed criteria to keep the
'important ones'
