The changing places should be in addition to an accessible toilet, not a
replacement.

I have also just heard of a small organisation fitting a "changing place"
toilet, and being told by building control that this does not meet
regulations because there is no hand basin within reach of the pan. They
have been told they will have to fit another cubicle which meets the
regulations.
