with eduroam we know through the AAA system who the users were,
where they came from, what address they had etc...there is also
the obligation to ensure you have logs of several months. It
is also not a public network - being still private members
only (ie NREN connected people) - some of the more onorous
network rules arent levied towards eg JANET connected sites
(such as huge amounts of traffic logs etc) because its a private
network.
there was a rule that came in quite some time ago that makes
providing an open network for public use 'very interesting' legally.
i wouldnt do it and try to place great emphasis on our hotel
facilities that they need to ensure they keep a good record of
who got what guest account for their wireless/wired provision
(8 grand is certainly something that;d make them sit up and think)
