This is really a pointless discussion. The glue schema structure (at
least the things relevent here) were defined in 2002 and updated in
2005, and the schema has proved to be enormously difficult to change, so
we are just stuck with the structure of the attributes and objects and
with their names. To get the information that LCG needs it was necessary
to find some way to put it into the existing schema attributes, and that
is what is defined in the PDF document - it took something over a year
to get agreement on that, and it certainly isn't going to be changed
now. Whether site admins like it is not really relevant, LCG is
requiring that its sites must publish like this, end of story.
