Dear Colleagues

I am writing to invite you to respond to the consultation on the new UK
‘Researcher development framework’.

The proposed Researcher development framework has been created as a tool for
planning, promoting and supporting the personal, professional and career
development of researchers in higher education. It describes the knowledge,
skills, behaviours and personal qualities of researchers and encourages
researchers to aspire to excellence through achieving higher levels of
development. 

This national framework will be an important contribution to achieving the
aims of the UK Concordat to Support the Career Development of Researchers.
It is an evolution of the 2001 Joint Statement of the UK Research Councils'
Training Requirements for Research Students (JSS) and will replace this in
the QAA Code of Practice for Research Degree Programmes . 

In association with Universities UK, we are writing to vice chancellors (or
equivalents) to invite institutional responses. The content of this message
is included below for your reference.

In addition to institutional/organisation responses, we are inviting
responses from individuals with an interest in the personal, professional
and career development of researchers;  We hope that you will respond in
this capacity as well as contributing to any institutional response.

We have a separate survey, where we are inviting researchers to respond
directly. We would appreciate it if you could encourage any researchers you
are in contact with to respond. We have included a standard invitation to
researchers and a link to the researcher survey below. Do feel free to
customise this for your purposes.

New UK ‘Researcher development framework’ – consultation responses invited
from UK HEIs

The importance of maintaining the UK’s position as a world leader in
research and innovation to ensure our economic and cultural prosperity is
well recognised. To sustain and build on this position we need to attract
and develop highly skilled researchers and promote research careers.

We invite you to contribute an institutional response to the consultation on
the new, UK Researcher development framework (RDF). The framework has been
developed from first principles through interviews with researchers in
higher education. It has been created as a tool for organisations and
researchers in planning, promoting and supporting the personal, professional
and career development of researchers in higher education. The framework
describes the knowledge, skills, behaviours and personal qualities of
researchers and encourages researchers to aspire to excellence through
achieving higher levels of development.

The proposed framework is an evolution of the 2001 Joint Statement of the UK
Research Councils' Training Requirements for Research Students (JSS)[1] and
will replace this in the QAA Code of Practice for Research Degree
Programmes. This national framework will also be an important contribution
to achieving the aims of the UK Concordat to Support the Career Development
of Researchers[2].

The consultation is structured around three areas: how the RDF

1. works as a development framework for researchers

2. meets the needs of institutions and other stakeholders 

3. reflects the future skill needs of researchers and how it should develop
in the future

The full framework and briefing paper are available to view and download at
www.vitae.ac.uk/rdfconsultation.

We would welcome institutional responses reflecting both the strategic value
for researcher development and the views of those supporting researchers
directly e.g. research leaders, supervisors, principal investigators,
graduate schools, Roberts related staff, human resources and staff
development professionals, careers advisors working with researchers and
postgraduate researcher developers. There is also opportunity for
individuals to respond directly to the consultation.

We would also welcome HEIs encouraging individual researchers to respond to
the tailored consultation about whether the framework meets their needs.

As a researcher in higher education, we invite you to comment on the new
‘Researcher development framework’ for the UK (RDF).

The RDF has been developed from first principles through interviews with
researchers in higher education and underpins the importance of recognising
research as a profession. Focusing on your professional development can
increase your status and recognition as a researcher and improve your career
potential whatever you do in the future. We hope the RDF will support you to
identify your experiences, skills, behaviours and personal qualities as a
researcher and encourage you to aspire to excellence through achieving
higher levels of development.

We believe that it is essential that researchers' views continue to shape
any further development of the RDF. We would like your feedback on how well
the framework achieves its purpose, suggestions for how it can be improved,
and comments on how you see the framework supporting your own professional
development. The survey is based on the ‘Researcher development framework
consultation briefing paper’ and both can be found at
