It's not entirely our field, but we have been looking into this quite
a bit, and, as David says, you'll always have to do some work post-
scanning.
Two interesting routes we looked at with laser scanning were the
NextEngine solution: https://www.nextengine.com/indexSecure.htm which
is probably in the realms of "good enough", or subcontracting it out
to someone like UCL who have a £500,000 Arius scanner that captures
RGB and point cloud data: http://www.ucl.ac.uk/enterprise/partners/arius3d
