I agree that there are great difficulties in finding out that something
exist. If we know about it and it meets our criteria for inclusion,
we'll index it.
From my point of view, running a bibliographic database, which seeks to
abstract and index all the publicly available articles in a particular
field of engineering, it is very hard to become aware of material that
is available as an open access journal (or any other comparable web
content).
We subscribe to traditional paper journals and conference proceedings,
and a number of e-journals and e-format conference proceedings. We also
have lists of URLs we check periodically to see what there is there that
we ought to be adding to the database. We do not have time to run
general searches over the web to track down content from previously
unknown sources.
Any suggestions that would help us increase our coverage in this area
would be very welcome!
