I thought some of you might find this interesting in relation to the recent discussion on this list on the Harvard Business Review.
The following is a relatively recent posting to lis-business titled "Libraries Clash with Harvard Business Publishing on Deep Linking" posted on the 28/08/09 posted by Emma Cragg, Senior Information Librarian, Salisbury Library, Said Business School, Oxford ([log in to unmask]) and reproduced with her permission below.
"As many of you will be aware over the past year there has been a battle between Harvard Business Publishing and a number of libraries over a pilot project which saw the introduction of an additional charge for the right to create persistent links to Harvard Business Review articles via EBSCOhost databases. Chris Flegg, Bodleian Business Librarian, agreed to write an article on behalf of a number of libraries including some who had been targets of the "pilot". The article was written to promote awareness and further discussion of the issue within the wider library, publishing and academic communities.
Her revised version of the original article was published in Library Journal this week. It can be found at

We tried unsuccessfully to get a print plus online subscription through
Ebsco. At that time, about a year or two ago, you could get the online
subscription direct from the publisher and it was user id and password
access. We could not order online access through our Ebsco rep and ip
authenticated was not possible. I do know it is also possible to get it
through Ebsco Business Source Premier. Another university library in
Kansas subscribed to it and said there were some strange restrictions
with Harvard Business Review in that database.
