Trevor Phillips has denied that the Equality and Human Rights Commission is in chaos, following a number of resignations by senior officials.
The Joint Human Rights Committee, made up of both peers and MPs, accused Mr Phillips of a lack of leadership.
Conservative peer Earl of Onslow asked Mr Phillips how many commissioners needed to resign before he thought there was a problem.
The EHRC was hit by a series of resignations of senior officials over the summer, increasing the pressure on Mr Phillips, who has led the organisation since its formation.
Several public figures and politicians, including the head of Stonewall , Ben Summerskill, and president of Mencap , Lord Rix, have called on Trevor Phillips to resign.
However he maintained that the organisation's work "would not be compromised" by the recent resignations.
