We've set up customised admin roles, so I follow the first part of your
reply:

But could you expand on the second part?

When I looked into this recently it seemed that only full system
Administrators had the ability to view a course without actually
enrolling on it (and therefore appearing on the user list).
If I've missed a trick I'd be very pleased to know.
