Hi Barry,
If you go into Control Panel and then Mouse settings theres a things called Click Lock (on the Buttons tab). To activate it, you just have to hold down the left mouse button for a pre-set amount of time. You can then take your finger off the left click and drag the window around. To let go, you hold down the left button again. Hopefully this would work with any mouse input device.

Subject: drag lock
Dear all
Does anyone have an easy software way of locking the drag function? My
client can use his touchpad except when he double taps he can't hold
down to do the drag. I'm sure there must be something out there that
will enable him to take his finger off & then drag & unlock later. I
know I can do it with hardware, but I'm trying to do it on the cheap!
(It doesn't help that my trust seems to block any site involving
software!)
