Hi Caroline,
Here at University of Ulster we use the HEFCE resource allocation model
to distribute block grant resources and to allocate recurrent budgets.
The incentivisation we build into this model is to weight the Non-Masn
student FTEs by 1.5 to encourage Faculties to recruit from other areas.
In addition we then add on "premiums" to their base allocation for
example for overseas students recruited we allocate the fee premium
earned over and above that for a Home /EU student. For other premium fee
courses we return the "excess" charged over and above the fee for a Home
/ EU student. In short the more income they bring in the more they get
to spend.
