Attached a pretty incomplete and outdated spreadsheet of comics courses (both in UK and elsewhere), some of which sound like they *could* be FE art courses (rather than litcrit degree type ones). I'm only judging by the course title listed though and know nothing more. But thought it might be some help.

I'm guessing your student lives somewhere in Herts. as you mentioned Dave Gibbons, so don't know how helpful this will be, but I was working at Barking College until recently and I know that they are quite happy on Graphic DESIGN and art courses for comics to be used as a medium for work.

Hi Paul,
I've seen very little in the way of comics at FE in my travels. I'd recommend finding an art & design course that has strong illustration department and building a portfolio from there.
In my experience of interviewing students for the degree in graphic novels I run, I've found that a lot of foundation courses restrict students that want to create comics, so perhaps asking at interview whether they are 'comics-friendly' or not is a good idea.
Any other suggestions anyone?

Apologies for asking a question that has almost certainly been covered before
but last night I had a lad at my school ask if I knew of any courses he could
attend when he leaves school. He is only Y9 but is already a very promising
graphic artist and I was delighted to be able to introduce him to Dave Gibbons
when he visited our school last May.
I know there's degree level courses across the country but that there's very
little FE courses. Could anyone who knows of any courses please reply to this
