Hi Heather
you want to restart Tomcat rather than Apache as this is where shib is running, like Steve says, what does your catalina.out say, it'll be in somewhere like: C:\tomcat5.5\logs
depending on where you installed your Tomcat.
Dave and Heather, I'd be interested in how much memory you both assigned to the Tomcat heap, we haven't seen any problems here and I have
-Xms512M -XMx1024M -Xincgc
in my catalina.sh giving it up to 1GB (this is on the linux version).
I'm not sure exactly where it stores the settings on windows but if I remember right I used something called tomcat5w to modify the heap size on my windows test install, it was in C:\tomcat5.5\bin. YMMV!
