It might be worth your while consulting directly with JISC Digital Media (née TASI) on this, or at least posting your query to their Jiscmail list - see http://www.jiscdigitalmedia.ac.uk/. If you've already done this, my apologies for teaching granny to suck eggs :o)
Ages ago, when I was trying to spec an image repository, I got in touch with SCRAN (http://www.scran.ac.uk/) as that seemed a useful system, and my imperfect memory is that they said that their code wasn't public, but that they'd be willing to work with me to create a custom version for a fee. That wasn't an option for me at the time so I didn't pursue it.
I couldn't recommend any particular system, but from my previous research I know that there quite a few Open Source Image Management Systems out there (eg Menalto Gallery) and Content Management Systems with built-in/plugged-in image management modules (Joomla and Plone (http://plone.org/products/imagerepository/) come to mind).
Do please report back if/when you find a suitable system, as I for one would be very interested to know what you chose and why.
