Hi Neil,
I have answers to a few of the issues which were discussed
at yesterday's user group meeting. Could you circulate them
to your fellow UG members please.
1 Commercial Internet Feeds
We are looking at issues relating to the way in which HEIs
conduct third stream activities and want to bottom out the
needs of the community to ensure that these can be
accommodated without falling foul of state aid issues
and without putting our status as a private network at risk.
We are looking at the possibility of conducting a one-day
workshop on this issue in January, as part of the JANET
Stakeholder engagement. It would be useful if you could let me
have a couple of contacts from SWERN HEI's who have raised
the issue of a need for a commercial Internet feed, since
it would be good to get them along to such a workshop to
articulate their requirements.
I would advise against trying to install a commercial Internet
feed right now, in all probability it won't be necessary.
2. Sponsored Connections
The general attitude to sponsored connections is moving towards
an easing of the regulations, such that if the institution
needs to connect a sponsored site as part of their regular
business, then they should just get on with it, the need
for a licence will go away.
However, we also want to eliminate RNO sponsored connections
and I think that will be an interesting transition, because
in some cases, we have encouraged RNOS to sponsor connections
where we believed that the site ought to be connected but that
it could not afford to be a self funded primary site.
However, while this is a stated direction of travel by some
of our senior managers, this has yet to be announced as
policy and is still on the "to-do" list. :-(
3. OpenZone wireless
This is a copy of a note I sent to LMN about the SOAS plan
to run an OpenZone wireless hub on campus.
"The advice in the paper indicates that the privacy-related duties
of a public network provider are likely to apply to both SOAS and
the BT. Responsibility for compliance with other laws and policies
should be assigned by the contract between the SOAS and the BT.

4. FE version of UCAS
We've not heard about any plans for an FE clearing body similar
to UCAS.
5. FE colleges being moved to RBCs.
The JISC is currently working to secure top slice funding
which would allow the FE sector to continue to receive JANET
service as at present. While we believe that as a principle,
this is viewed as the right thing to do, the devil in the
detail will be finding the money.
