This answer applies equally to all the LSC funded services, each is bidding for continued funding at the moment (including ourselves) and nobody is expecting to be able to state what they can or can't continue with before December at the earliest.
There is an assumption that the funding will continue, but that it may be given for one year initially and then reviewed based on the speculation of a possible change of government next year. Irrespective of whether JANET can continue or not, the LSC does cease, with 60% of their current budget going to local authorities so I suspect there would be 'work arounds' put in place.
Paul Wakefield is back on Monday, so I'll check to see if there are any other things he knows.

We have had confirmation of continued funding for LSC-funded JANET sites until 31-Jul-2010. JISC is currently in discussion with BIS regarding funding arrangements from Aug-2010, and it is hoped that arrangements for central funding of JANET services will continue. We expect confirmation of the position for 2010/11 when budgets are set early in the New Year.

I have heard a rumour that colleges and more specifically 6th Form Colleges may lose the subsidy for the JANET internet connection following the MOG changes.
