The "Birmingham Evening Mail" is available in several formats, between
1967 and 2005, including microfiche (which are a pain to search through
unless you have fairly specific dates) and electronic format (which should be
pretty quick, e.g. for "snowdrop appeal" "snowdrop campaign" or similar
phrase). It's worth trying your local public library service (which varies across
the local authorities, but is usually quite helpful and can obtain fomats such as
film reels or microfiche at low cost, and may have bought into electronic
access).
From COPAC, i.e. http://copac.ac.uk/ , you can see which Uni libraries
have access (something like Birmingham, Oxford, Aberdeen, and the Brit
Lib, -- obviously the BEM is available various ways in Birmingham city, and
less ways elsewhere).
The electronic BEM is probably available for search also through one or
more web subscription agencies (which now hold thousands of electronic
newspaper archives across the world) -- they may have a fairly low-cost
short option, e.g. a "24 hours only", where you prepare yourself beforehand
with all the info and possible search terms you can gather, and then give it
close attention for several hours, breaking off to review whatever you've
picked up, and then trying again with any new angles or search terms.
Or write to the newspaper publisher, and see if they might give you free
access -- e.g. if they think there's a 'public interest' news story in it,
with 'battling' disabled campaigners heroically digging up history (kindly
provided by Your Warm-Hearted Local Newspaper), and provided they don't
think you're going to spend the whole time slagging them off and lecturing
them to tears of boredom, about using the Wrong Terms or Baaad Images...
(More productive to treat them as though they might be intelligent, and ask
them how the media approach and disability coverage has changed over 20
years, and what they see as the latest trends -- as against assuming they're
all stupid and ignorant, and should be put out of business as soon as
possible).
