Hi Robert

This seems unusual. Do you mean that the evac chairs are being used when a

wheelchair user is getting TO their seat? I suspect that either the fire

officer was a bit confused, or their instructions have been interpreted

incorrectly.

A couple of issues arise here;

1) Evac chairs have no purpose in a lift. Their purpose is for moving down

(and sometimes up) stairs.

2) Many people with disabilities are very reluctant to transfer from their

own chair into an evac chair. There are issues of independence and dignity

here, as well as medical and hygiene issues. Some wheelchair users may be

connected to an oxygen tank, or may be taking fluids through a tube , or

wearing a colostomy bag or catheter, and the movement involved is

potentially very risky.

I did see one case recently where an organisation switches their platform

lift to manual mode, and uses a hand crank to lower the lift during

evacuation.

Is there a standard passenger lift available in this building? It may be

possible (after a fire engineering review) to use a standard passenger lift

during an evacuation, as detailed in BS 9999.

Regards

Shane

Dear All,

We have a particular issue around the use of evac chairs and a listed

theatre building.

Basically the building has platform lifts installed and management are

enforcing as a result of the Fire Officer a policy that means people need

to transfer from their powered or manual wheelchair onto an evac chair to

be taken up the platform lifts then again transfer to the theatre seating.

Does any one have any advice or similar experience of a listed wooden

entertainment facility?

Regards

Dr Robert Gravelle,

Access Officer,

Cardiff Council Equalities Team,

County Hall,

Cardiff,

CF10 4UW.
