Actually, the eHustings site at

is open to all, members and non-members. Some interested folk are on
LIS-LINK, some on LIS-Profession, and others on a dozen other lists, and it
wouldn't be right to highjack any or all of these for hustings that may be
of limited interest to many. So do please pay the site a visit.
Your point about mailing lists is well made: they've been in a mess for a
long time.
We set up a business process reengineering process on this and related ICT
issues, and I think you should see an improvement in the new year

Your salient points above make an obvious case for using LIS-LINK, as
opposed to some limited list of existing CILIP members. (& many thanks for
your postings to the list in general.)
Wearing your Council hat though, you might be aware that CILIP's own email
lists of members are alleged to be a bit of an out-of-date and imcomplete
mess. It's certainly a continuing problem for your old IT Group, whose
access to a central database of members' contact details and even numbers
has deteriorated badly since your day.
If it's an internal CILIP "business IT process" matter you felt like
looking into you might have a few fans
