Dear all,
In light of the Swedish EU Presidency, UNHCR’s Regional Office for
Baltic and Nordic Countries, together with the Swedish Red Cross, are
organizing a conference on 3-4 November in Stockholm on Future
Challenges and Opportunities of the Common European Asylum System. The
conference will focus on where we stand on the completion of the second
phase of the Common European Asylum System and what the vision is for
asylum in Europe after its completion.
Last year, the European Commission proposed a three-prong strategy to
achieve a Common European Asylum System through better and more
harmonized standards of protection, effective and well-supported
practical co-operation and a higher degree of solidarity and
responsibility among the Member States. Efforts are underway to explore
avenues of improving practical co-operation and increased solidarity and
responsibility sharing, while discussions on how to access asylum and to
improve the quality of asylum are less noticeable.
UNHCR and the Swedish Red Cross therefore wish to revisit the question
of the contents of the standards on asylum, what are the main
opportunities and challenges facing asylum law when entering into the
second phase of the Common European Asylum System and how can a “Europe
of asylum”, as envisaged by the French Pact, be built?
The organizations would like to invite researchers, politicians,
policymakers, representatives from state bodies, and non-governmental
organizations to discuss some selected problems such as access to asylum
and the establishment of protection-sensitive migration entry
management, the quality of asylum and harmonization of asylum practice,
as well as the vision of a Europe of asylum - where do we stand today
and what are the prospects for the future. The expected outcome of the
conference is to agree on some recommendations and proposals for the
next steps of a future Common European Asylum System.
