It's suspiciously round because various tests gave various ratios close
to 4 (generally somewhat above) and it was felt to be simpler just to
take it as 4 exactly given the inherent uncertainty.

No, APEL will (at least for now) continue to work in the rescaled SI00
units, but you can get back to HEPSPEC by undoing the scaling.
Effectively your accounting is in HEPSPEC as soon as that's what you're
publishing.
