I would suggest immediate deposit for the thesis, but with an embargo
period to delay access until the articles have been published. That way,
the author is positioned to capitalise on any interest in the research
generated by the journal publication.
FWIW, I would say that, in its broadest sense (that of making something
known to the general public), placing something in a repository is
definitely publishing it.
