Hi Andy,
I'm sure someone will come along with a better answer, but I have a feeling that it will probably depend on the publisher as to whether or not it counts repository deposits as publication. We have a clause in our repository policy that states explicitly that we are not a publisher, but are merely the archive. i can certainly see the difficulty though!
Not sure if that helps at all, but those are just my thoughts on the matter!

LIS-LINK Comrades!
Here's an interesting question, to which I didn't have an answer...
A lecturer has asked me if having his PhD thesis entered into the University's Institutional Repository counted as it being 'published'. His concern is that he wants to try to publish some journal articles based on his doctoral thesis, but many journals have a submission requirement that the material has not already been published elsewhere. Does anyone have any thoughts they'd like to share...
