Well I'm currently in the process of writing a rather lengthy document
on EC and how to control it using some low-cost alternatives..
As such my focus is not so much on the GEWA world but on Tira/USBUIRT.
Its an interesting bit of kit - about £30 (http://usbuirt.com) and can
be controlled in the Grid and Tobii Communicator. The app that could
be of real interest to you though is IRCommand from WDPS. Its
relatively cheap and you can make full-screen grids (or controllers)
(use with SAW for switch access).
It can get really clever though with the UIRT - the UIRT can send &
receive with the codes being stored on the machine (the API is fairly
open) and you can do things like trigger commands with keyboard
triggers and trigger on IR commands (e.g. a IR code is received and
then you can set IRCommand to send out three IR commands afterwards).
