In principle, yes.
I am not familiarised with Openstreetmap's data, but you point to yet
another solution: creating maps using GPS devices.
Again, this all need some sort of simple data manipulation that
require skills know by GIS users - as Architects and planners tend to
work with data already refined (or not to work with data at all), but
it is not something out of reach.
