Just my thoughts on this, I have more questions than answers though: 

I personally don't think it should be an 'essential' qualification for
a job but CILIP does have an accreditation scheme, which RMS doesn't
have (quite) yet.  I imagine the accreditation process/chartership means
more to some employers than others (and the fact it is a chartered body)
and that consequently CILIPs opinions on the merits of various courses
matters more.

I agree that a lot of very experienced RMs with and without
qualifications in Records or Information Management would be excluded by
this practice and I'm sure that when the RMS launches accreditation it
should be able to exert more influence over recruiters.  Presumably by
advertising the availability of accreditation to the right people.

Do those institutions that aren't recognised by CILIP choose not to be
so or is there more to it?  Is it a marketing thing for those that seek
recognition?  Do they pay for recognition?

I think this is quite an interesting topic of discussion to pursue.

It would be worth while doing some research to check if this is true
but if
it is then one might argue that a lot of good candidates for these jobs
are
excluded. This might in turn, explain some of the reasons why the
profession
as a whole is missing out on opportunities to improve its image within
the
Universities.

Seems pretty unambiguous.  Does this mean that anyone with a Masters
Degree
in Archives & Records Management from either UCL or Liverpool, or from
Dundee (none of which, unless I’m missing something, appear to be
credited
by CILIP according to their website
http://www.cilip.org.uk/qualificationschartership/Wheretostudy/) would
be
deemed ineligible for this Information & Records Management post?

Information and Records Manager 

£27,070 pa plus £6,312 pay enhancement

Information is the lifeblood of government and underpins all activity
in
BIS. This is an excellent opportunity to work within one of the teams
responsible for corporate information management. You will lead a team
of 6
staff administering the electronic records and document management
system
used in the department. This post is key to ensuring that the BIS
information governance framework and policies already in place are
developed, promulgated and standards maintained. Duties will include
maintaining the integrity of the corporate record (file) plan and
other
metadata structures (eg thesaurus), and testing and developing
enhanced
system functionality. There will be opportunities to broaden your
professional information and records skills and to project manage a
variety
of knowledge management projects.

You will need to demonstrate a working background in organising and
retrieving information in a library or records management context and
have
strong problem solving and analytical skills, as you will be advising
on a
range of complex issues, as well as effective communication skills, in
order
to explain difficult concepts to colleagues. You will need to be able
to
work well as part of a team and have the ability to manage staff. A
qualification recognised by the Chartered Institute of Library &
Information
Professionals (CILIP) is essential.
