Spofford published a list of reference works (with a short
introduction) as Ch.32 of the 1876 special report by the Department
of the Interior, Bureau of Education on Public Libraries in the USA.
("Public Libraries" is widely interpreted as libraries for the public
-- not the UK meaning which was then termed"free libraries" in both
countries). Hardly a seminal paper in the Greene sense, though, but
in the same year.
