A seminal paper in reference librarianship in the U.S. is Samuel Greene's
1876 paper from the first volume of Library Journal. Do you know the UK
equivalent?
CILIP's Information Service has suggested the following:
In Jan 1859 'Memoirs of Libraries' was published in London by Trubner and
Company. This book was the work of Edward Edwards who until the previous
October had been Principal Librarian of the public library in Manchester.
The first half of this book was a world history, but the second half has
been described as the first modern textbook of library administration and
management.
