As an SP we have found ourselves in just such a predicament when trying to resolve problems for/with IDPs. It has helped us determine if code fixes are going to work in advance of release, etc.
Some institutions have refused, others have provided temporary ones with expiry on usr/pwd, some have required us to state intention etc and others have just gone with the flow, accepting that we are trying to help and have no other purpose.
It would be good if there was a generally accepted way of providing such test IDs.
