UNHCR's Policy Development and Evaluation Service (PDES) would like to
hear from anyone who wishes to contribute to a project on the issue of
displacement and forced labour.
The key issues that PDES intends to explore are as folllows:
1. How is the notion of 'forced labour' defined, and what different
forms does it take?
2. What evidence is there to suggest that refugees, asylum seekers and
IDPs are the victims of forced labour?
3. Can any patterns be identified (geographically, sectorally and in
terms of age and gender) with regard to the involvement of such people
in forced labour?
4. What impact does forced labour have on the protection and well-being
of persons of concern to UNHCR?
5. Are persons of concern to UNHCR adequately protected against forced
labour in legal, administrative and operational terms?
6. Should UNHCR and its partners take additional steps to address the
issue of forced labour amongst persons of concern?
