That document was replaced by
http://dublincore.org/documents/2002/12/02/dc-xml-guidelines/
which was in turn replaced by
http://dublincore.org/documents/2003/04/02/dc-xml-guidelines/
@UKOLN folk: There's a note at the top of
http://www.ukoln.ac.uk/metadata/dcmi/dc-xml-guidelines/
saying "This document has been replaced by
http://dublincore.org/documents/2002/12/02/dc-xml-guidelines/" but could
you also update the "Is Replaced By: Not Applicable" entry in the table
