To be picky, .eps is the default for _dvips_ -- all that LaTeX
(usually) does is sniff the .eps file looking for a BoundingBox, and
then puts a reference to the .eps file into the .dvi file for dvips to
pick up and include. Since very few folk now turn DVI files into
anything other than Postscript, this is a distinction without much of
a difference.
The other difference with pdftex is that, as well as .pdf files, it
can include .jpg and .png files natively, without them having to be
turned into bloated .eps files.
Oh, and the tex/latex command you're using is (_very_ probably, if
it's a reasonably recent distribution) actually pdftex/pdflatex
preconfigured to spit out DVI files by default.
