Anecdotal evidence suggests that practice regarding managing and paying
Open Access (OA) journal article fees to publishers varies considerably
amongst UK higher education institutions. This in turn makes it difficult to
establish a national perspective in respect of the extent and variation of this
activity as well as other issues, for example, whether publishers are reducing
subscription prices in proportion to the numbers of OA articles they publish.
In NESLi2 licence agreements, publishers have certain contractual obligations
relating to OA article acceptance that include for example informing JISC
Collections of numbers of OA articles they have published, and any
corresponding reductions in subscription prices. Many claim however that the
level of OA activity is very low and not at a level to trigger reductions in
subscription prices. Additionally, negotiating levels of OA fees has not, to-
date, been part of the NESLi2 negotiations.
JISC Collections is keen to establish whether or not it could play a role in
helping institutions with the management and administration of OA journal
article fees and in developing a central registry of articles published under this
model, which in turn, could feed into NESLi2 negotiations regarding the level of
OA fees. To help JISC Collections assess whether there is a potential role that
would add value to the process, we have been commissioned to undertake a
scoping study divided into two Phases. Phase 1 is designed to gather
information from HEIs regarding their current policies regarding OA and whether
they feel JISC Collections could play a role in improving the process, and how
and in what areas that might be. This phase will also include discussions with a
range of other stakeholders including selected publishers and funding bodies.
Depending on the outcomes of this phase, a second phase may be considered
whereby a pilot service is established involving JISC Collections and a small
number of HEIs and publishers.
Establishing an accurate overview of how institutions are currently managing
and administering OA journal article fees is a key part of Phase 1 of this study
and we have created an online survey that we hope you will be willing to
complete, so that we can gather this information. The survey is wide-ranging
covering practical and policy issues and also seeks your views on the possible
involvement of JISC Collections. We have tried to make it as straightforward
and quick to complete as possible.
We do not necessarily expect you to complete it if you are not the appropriate
person to do so. If that is the case, we would ask that you forward it to the
most relevant person in your institution.

and your response will be treated in confidence. Any data supplied will be
aggregated with those of other institutions. The more comprehensive the
response we achieve, the better informed JISC Collections will be in assessing
how to take matters forward. Unfortunately the software does not allow you
to print your response although you should be able to copy and paste your
answers into another document. You do not have to complete the
questionnaire in one sitting, as Survey Monkey will save your responses and
take you back to where you left off when you next log on from the same
computer.
We will be able to report back to all respondents on the overall findings of the
survey, anonymised for confidentiality reasons.
