simply apply the identity matrix (that you can create yourself) to your VBM results with flirt, so something like:
flirt -in my_vbm_res_2mm -ref my_tbss_res_1mm -out my_vbm_res_1mm -init id.mat -applyisoxfm 1
where id.mat is:
1 0 0 0
0 1 0 0
0 0 1 0
0 0 0 1
