I suggest the position is even more shocking. The UK Government needs to show it is opposed to immigration, especially of non-white workers, but at the same time is under pressure to tackle the labour shortage by allowing workers in by the back door who will then take low paid jobs.
It helps that much government work has been put out to private contractors, who are poorly regulated.
The main reason for allowing Poland, with a population of 40 million, into the EU was to obtain enough cheap labour to allow exclusion of non-white workers. On the day when Poland joined the EU the street cleaners in my area were asked to bring in their passports.
The Immigration Service was in touch with the DWP (Department of Work and Pensions) about unregulated cockle pickers working in Morecambe Bay. The DWP told them to lay off because this activity was benefitting the economy. On the night of 5 February 2005, 23 people drowned.

These practices are now operating more and more at the EU level. The Schengen Treaty has helped to create Fortress Europe. A newly elected MEP has just said "sink the boats of immigrants"!
