Dear Rachel
I think it depends on the remit of your repository. Of 'academic intent' is the basis of inclusion in BURO, but one person's interpretation may be different than another. A published letter in a journal would definitely qualify....and perhaps even a national newspaper.

Rachel,
I include letters published in an academic journal. They are usually comments on another paper and the editor has felt that they were an addition to the debate so who am I to argue :-) . In some areas (e.g. medicine) they can be 3-4 pages long and include diagrams and references. I have also seen them cited which indicates the citer accepted them as academic work.
