I suspect an element of it is the lo0ss of control which occurred a
while ago of the non-elected governors and what would like to be a
managerial class.
Self-funding orgnaisations regulating something - hoop manufacturers -
and taxing the activy and the performers of that activity which is
regulated have no obvious driver to be efficient, amalgamate, and
minimise regulation to that which is both essential and effective.
No driver short of an economic collapse - which makes the next few
months interesting. The problem even there is that while the recovery
might offer useful people the chance to go and do something more useful,
the slide down doesn't even encourage them to pursue interests adn
employment elsewhere or doing things that are new and productive.
It is an economic cancer.
