If you're prepared to wade your way through a lot of (admittedly
fascinating) other material, there is undoubtedly information about disabled
people earning their livings in Mayhew's 1851 'London Labour and the London
Poor'. His interviews with crossing-sweepers are one example of
descriptions of physically disabled people.
Whether you would find accounts of anyone with intellectual disabilities, I
don't know.
