Why don't we just determine the whole world and move to Mars, there's been no historical contaminative activities there.... And as a bonus there's probably not enough oxygen to poison anyone.

But I fully understand your predicament with the smelting works.
Key question is whether the aluminum you have detected is related (in
part)
to
the smelting works: this is difficult to know from straight testing. If it was, does it pose a risk via leaching to controlled waters - you've shown this to be unlikely. Job done?
Is the DWS for Al 0.2 mg/l ? - how does that compare with your leachate testing results in mg/l. (I'm not suggesting this should be used as a threshold for acceptable/unacceptable)
CLR-8 also has some thoughts on Aluminium on page 20.
I'm now waiting for concerns to be raised over elevated Silica level in soil.
